Background of the Study
Literacy is a crucial driver of socio-economic development, particularly for women in rural communities where access to formal education is often limited (Abubakar & Yusuf, 2023). The ability to read and write empowers women by improving their economic opportunities, health awareness, and participation in decision-making processes (Ibrahim et al., 2024). However, despite national and international efforts to promote literacy, gender disparities in education remain prevalent in many parts of Nigeria, including Gwandu Local Government Area (LGA), Kebbi State (Suleiman & Musa, 2025).
Local governments play a significant role in addressing literacy challenges through initiatives such as adult education programs, vocational training, and community learning centers (Bello & Usman, 2023). In Gwandu LGA, various literacy interventions have been introduced to enhance women’s access to education, yet the effectiveness of these programs remains unclear due to persistent socio-cultural and economic barriers (Yakubu & Salisu, 2024). Limited funding, inadequate teacher training, and societal norms that discourage female education continue to hinder progress (Aisha & Garba, 2023).
Research indicates that when women achieve literacy, they experience improved economic independence, reduced maternal and child mortality rates, and increased civic engagement (Mohammed & Sani, 2024). However, systemic challenges, including early marriage, poverty, and inadequate educational infrastructure, contribute to the slow progress in literacy improvement (Aliyu & Danlami, 2024). This study seeks to assess the effectiveness of local government-led literacy initiatives in Gwandu LGA, exploring the impact of these efforts on women’s literacy levels, the challenges faced in implementation, and strategies for improving educational outcomes.
1.2 Statement of the Problem
Despite government-led interventions aimed at improving women’s literacy in Gwandu LGA, the literacy rate among women remains relatively low compared to their male counterparts (Bello & Usman, 2023). Challenges such as cultural resistance, lack of access to education facilities, and economic constraints limit the success of these initiatives (Suleiman & Musa, 2025). Furthermore, the effectiveness of these programs has not been thoroughly evaluated to determine their impact on women’s educational advancement (Ibrahim et al., 2024). This study seeks to assess the role of local government-led initiatives in enhancing women's literacy, identifying barriers to success and proposing strategies for improvement.
1.3 Objectives of the Study
• To evaluate the effectiveness of local government-led initiatives in improving the literacy rate among women in Gwandu LGA.
• To examine the challenges faced in implementing women’s literacy programs in the area.
• To explore strategies for enhancing the effectiveness of local literacy initiatives.
1.4 Research Questions

1.5 Research Hypothesis
• H1: Local government-led initiatives significantly improve the literacy rate among women in Gwandu LGA.
• H2: Socio-cultural and economic challenges hinder the effectiveness of women’s literacy programs.
• H3: Improved funding and community engagement will enhance the success of literacy initiatives.
1.6 Significance of the Study
This study is relevant to policymakers, educators, and development agencies interested in promoting women’s literacy and empowerment. It will provide empirical evidence on the effectiveness of local government literacy programs, helping to shape policies that support educational inclusion for women in rural communities (Abubakar & Yusuf, 2023). By identifying the challenges limiting program success, the study will offer practical recommendations for improving literacy interventions (Mohammed & Sani, 2024). Additionally, the findings will contribute to academic research on gender and education, offering insights into the role of local governance in advancing literacy (Aliyu & Danlami, 2024).
1.7 Scope and Limitations of the Study
The study focuses on the impact of local government-led literacy initiatives on women's literacy in Gwandu LGA, Kebbi State. It assesses government policies, implementation strategies, and challenges faced in improving literacy levels. Limitations may include difficulties in obtaining accurate literacy data and resistance from community members due to cultural beliefs.
